The Austrian version of the German “Netzwerkdurchsetzungsgesetz” - a national attempt to fight against hate speech - the “Kommunikationsplattformen-Gesetz” will be replaced by a new law implementing the DSA. The draft was published on Tuesday.

I had published about this years ago at several occasions (here, here, here [Paywall] , here , here and here for example) and predicted exactly this outcome. It’s however worth mentioning that this paradigm of symbolic legislations produced all kinds of collatoral damage, including a request for a preliminary ruling and a negative opinion of the advocat general but (almost?) no tangible positive outcome at all. The political assessment was remarkably negative too.
AI-Act
I had the privilege to speak at an event organised by MunichRe in Munich on IT-security on Wednesday. The venue’s architecture is remarkable, both from the outside

and the inside.

One of the fellow speakers was MEP Axel Voss who gave a first hand report on the trilogue negotiations on the AI-Act the day before. My summary: It’s still very likely that the Spanish Presidency will bring this through in 2023, despite fundamental issues not yet properly solved, including, in particular, the very complex relation with all the other acts and the very definition of AI as such (automated? learning? machine based? etc.). Overall, it’s a remarkable example of "‘Speed kills" or Helmut Qualtinger’s “Der Halbilde”

Maxim Bönnemann und Evin Dalkilic from Verfassungsblog spoke about protests against climate politics and their legal implications - and about the future of publishing in law.

I am still playing around with Bluesky.

It’s like Twitter in 2008 and there are many reasons why moving now might be the right thing to do. If you need a registration code: Let me know, I might have one or two (first come firs served). But Mastodon is, in my view, also much better than its reputation.
